OTTUMWA The Wapello County supervisors are certain to do something Tues. which will put the county in a position it hasnt been in for over a year : debtor. The present supervisors pride themselves on keeping county debt low, and the county has essentially been debt free since it paid off the mortgage on the Wapello Building in May 2007. But conditions on 87th Street and the unusual weather during the last year led them to debate arising bonds at their July twenty-nine meeting. Supervisors recounted at that meeting the street has been a problem for a period of time. The county cobbled together some repairs, but never had enough dosh to finish the project. The genuine issues commenced last winter when rain, snow, and ice turned the countys gravel roads into impassable mires. That didnt impact 87th Street, which is paved, to similar degrees. But it made major headaches for the county as the weather helped break up some existing cracks on the road. The weather didnt help this spring or summer, either. The accumulative damage to 87th Street means the repairs are badly required. The weather also undid in several areas what progress the county had made in getting gravel roads OK again. By late July the situation was this : Wapello County had to revive gravel roads, a method which will take into 2009. It also had to fix 87th street or hazard it devolving into something that more closely resembles a gravel road than one with pavement. Under the offer up for dialogue Tues. , Wapello County will issue up to $200000 usually requirement notes to cover the fix of 87th Street. The dosh, by removing 87th Streets demands from the budget, indirectly frees funding to be used on gravel roads. The Iowa Office of Transportations weekly letting report gives an outline of the work on 87th Street. Supervisors claimed at their last meeting they suspect this may be a good time to borrow cash for the project. And the countys budget, whilst tight, isnt burdened by other debt.
