Selectmen endorse cost-sharing option.

Last month, the RSU planning group requested that boards of selectmen from the cities of Arundel, Kennebunk and Kennebunkport weigh in on cost-sharing options of the over-Essential Programs and Servicesfunding that each of the 2 districts concerned in faculty consolidation pays hereabouts. Though the individual boards were asked to make suggestions on cost-sharing options, just the RPC can make the last call on which option to choose. Lately , the RPC and the 3 boards had been essentially targeting 2 of 5 cost-sharing options developed by the RPC Finance Subcommittee. One choice ( option * would employ a cost-sharing formula comprised of a fifty % student, fifty % state property valuation proportion. The other option ( option * would employ a forty % student, sixty p.c state property valuation proportion. "The fifty / fifty sounds like a fair deal, but when you do the numbers it isn't fair for Kennebunk" announced Wayne Berry per the complicated nature of understanding precisely what the numbers represent. After consultation with Finance Director Joel Downs, Kennebunk selectmen made a decision to suggest a changed version of the forty / sixty option, in that local debt would be distributed under a local charter formula, not in an over-EPS formula. "It's like a compromise between 4 and 5 and I will live with that" claimed Selectman Tom Wellman during Tues.'s meeting. Selectmen also voted 5-0 to pass a motion that no conditions be attached to their advocated option, which they deemed "Option 5A.". In reference to the consolidation plan as an entire, Selectman Al Searles related, "We are attempting to offer a plan that all the citizens can pass.". According to the RSU finance research into the over-EPS cost sharing, the Maine Dept of Education could implement penalties on communities that vote down the consolidation plan. Selectman Dan Boothby, who serves as a Kennebunk selectman representative on the RPC, related temporary the last plan is insistent. "I just wish to point out, if we do not supply some sort of terms there is going to be a great penalty" declared Boothby. According to Downs, the most important penalties would hit Kennebunk. Downs related the city could likely face a net effect tax impact of roughly $1.2 m., whilst Arundel would face a $120000 net impact and Kennebunkport would realize a $584000 tax savings.
